This is a letter substitution cipher for English that aims to have an output which resembles a naturalistic language with a realistic phonotactic structure and pronounceable words, unlike other letter substitution ciphers which usually result in unpronounceable words and are only meant for written communication; this cipher can be both written and spoken and functions as its own language with English being the underlying infrastructure. The goal was to create a cipher which could be spoken, and the "language" part serves as a distraction to obscure the fact that it's really just a cipher of English.
I like to use this for secret communication with friends, family, etc. as no one else will be able to understand what you're saying. So if you're in public or on a phone call and discussing a private matter, this cipher (or a conceptually similar one) can be useful.
Though its usefulness is much more for preventing passive comprehension from people within hearing range, and less so for written communication. Since an active effort to "translate" or decode it would easily be achieved with frequency analysis.
